Red Deer County cleared of corruption claims, policy gaps remain

Red Deer County Council has received the results of an independent investigation into its procurement practices.

The forensic review was conducted by KPMG Forensic and examined vendor relationships, contracts, and financial records dating back to 2014, with a focus on the years 2019 to 2023.

The investigation found that allegations of corruption were not substantiated.

However, KPMG did identify several instances where County policies and procedures were not followed. These included missing documentation, verbal change orders where written ones were required, and work awarded without completing competitive procurement steps.

Red Deer County Council received KPMG’s confidential report in closed session during a Special Meeting held on July 21st, in Council Chambers at Red Deer County Centre. The findings we’re made available via news release on the County’s website. 

Mayor Jim Wood says Council takes the findings seriously and will be working with administration to address the issues.

The report itself remains confidential, and Council says this will be the only public statement on the matter.
